      <title>Rights under FLSA for Daylight-Savings Time</title>
      <description>&lt;p&gt;On March 11 at 2 a.m, daylight-savings time will have most of the country setting ahead their clocks by one hour. This change can lead to questions about wage payment rights under the Fair Labor Standards Act as many overnight shift employees will lose one hour of work time. The &lt;span class=&quot;caps&quot;&gt;FLSA&lt;/span&gt; does not require employers to pay the lost hour to employees who are entitled to overtime wages.&lt;/p&gt;
&lt;p&gt;Arizona, Hawaii, American Samoa, Puerto Rico and the U.S. Virgin Islands do not observe the time change.&lt;/p&gt;</description>

      <title>H-2B Final Rule</title>
      <description>&lt;p&gt;New regulations were announced by the Department of Labor, effective on April 23, 2012, to improve the H-2B temporary non-agricultural worker program. The final rule intends to make more jobs available to United States workers as well as strengthen worker protections. The Department also published the method for calculating the prevailing wages to be paid to H-2B workers and U.S. workers recruited in connection with a temporary labor certification. This method applies for wages paid for all work performed on or after January 1, 2012.&lt;/p&gt;

      <title>Payroll Tax Holiday Extended Through 2012</title>
      <description>&lt;p&gt;On February 22, the president signed the Middle Class Tax Relief and Job Creation Act of 2012 to extend the payroll tax holiday for employees through the end of 2012. The two percent recapture tax provision for high-income employees is repealed and does not apply.&lt;/p&gt;
&lt;p&gt;The payroll tax holiday extension ensures that the employee social security rate will remain at 4.2% through December 31, 2012. We have updated our processing to reflect the tax rate remaining at 4.2% for remainder of this year.&lt;/p&gt;
&lt;p&gt;The &lt;span class=&quot;caps&quot;&gt;IRS&lt;/span&gt; has released revised Form 941 allowing employers to properly report the tax cut.  The &lt;span class=&quot;caps&quot;&gt;IRS&lt;/span&gt; will re-release the 2012 W-2 and W-3 instructions within the next week. Paycor will continue to closely monitor the payroll tax holiday legislation and will relay updates as we approach 2013.&lt;/p&gt;</description>

      <title>5 Tips for Effectively Using your HR Metrics</title>
      <description>&lt;p&gt;With today&#8217;s technology, it is becoming increasingly important to measure and analyze the value of your employees. Business intelligence allows your company to use fact based decision making when it comes to development and management of your human resources. We have outlined some measurement best practices and key properties of successful metrics.&lt;/p&gt;
&lt;p&gt;It is important to be selective and deliberate about what you measure and report on, or else you will spend your time focusing on measuring trends that may not have an impact on key decisions. Here are five rules to keep in mind:&lt;/p&gt;

The goal of reporting on key metrics is to compel the executive team to take action on areas of the business that may need attention and improvement. Be sure to clearly show how your employees are developing and becoming more efficient.&lt;/li&gt;
	&lt;li&gt;&lt;strong&gt;Ensure your supporting data is available and accurate&lt;/strong&gt;. Before outlining your key performance indicators, double-check that you are able to access the required information and verify that you are reporting accurate data.&lt;/li&gt;
	&lt;li&gt;&lt;strong&gt;Share your reports to make them actionable&lt;/strong&gt;. To make your reports actionable and easy to reference, put them in a place where the key stakeholders can easily view them.&lt;/li&gt;

      <title>What&#8217;s New for 2012?</title>
      <description>&lt;ul&gt;
	&lt;li&gt;The employee tax rate for social security is 4.2% on wages paid and tips received before March 1, 2012. The employee tax rate for social security increases to 6.2% on wages paid and tips received after February 29, 2012; the employer tax rate remains unchanged at 6.2%.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
	&lt;li&gt;The Medicare tax rate is 1.45% for both the employee and employer, remaining unchanged from 2011.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
	&lt;li&gt;The &lt;span class=&quot;caps&quot;&gt;FUTA&lt;/span&gt; tax rate is 6.0% for 2012.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
	&lt;li&gt;The 2012 amount for one withholding allowance on an annual basis is $3,800.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
	&lt;li&gt;Employers must use new Form 8822-B, Change of Address&#8212;Business, for any address change.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
	&lt;li&gt;The Vow to Hire Heroes Act of 2011 is a new law which provides an expanded work opportunity tax credit to businesses that hire eligible, unemployed veterans.&lt;/li&gt;
