Keep in mind that if more than 95% of employee names and/or Social Security numbers don’t match Social Security Administration (SSA) records, SSA will reject the report. The matching of Social Security numbers may fail for a number of reasons:

# A valid number was on the W-2, but the name does not match the name of the person the number belongs to, according to the SSA’s master records.
# An impossible number was on the W-2 (SSA has not issued that number to anyone).
# The W-2 did not contain a Social Security number.
